According to a CBC News article published this week, the province of Quebec is considering developing a mandatory registration system for dog breeders in the province. This group is expected to have about 20 members including representatives from the veterinary community, SPCAs and the pet industry.
Last week, the Agriculture Ministry formed a committee that will examine problems linked to pet welfare and they will be proposing solutions such as a registration system for any facility that keeps dogs. “Nobody’s proud of the fact that Quebec has developed the reputation as the puppy mill capital of North America,” said Geoff Kelley, a Liberal MNA quoted in the article.
Anima-Québec is currently responsible for animal welfare in the province. This non-profit agency enforces provincial legislation however they only have five inspectors on staff whereas Ontario has approximately 300.
