Bill C-15

On March 14, 2001, then Justice Minister Anne McLellan tabled C-15, a large omnibus bill that included amendments to the Cruelty to Animals Sections of the Criminal Code. We applaud Minister McLellan for her dedication to animal protection by bringing forward these amendments for the second time.

Bill C-15 was tabled for Second Reading in the House of Commons by Minister McLellan on May 3, 2002 with discussion continuing on May 7. Unfortunately, due to pressure from opposition MPs as well as other House business, it was delayed until the fall session.

On September 26, 2001, the Honourable Don Boudria, Leader of the Government in the House of Commons, brought forward a motion, on behalf of the four Opposition Parties, that Bill C-15 be deemed to have passed Second Reading and referred to the Standing Committee on Justice and Human Rights. All the elements of the large omnibus bill except the provisions relating to firearms and animal cruelty became C-15A and were passed into law within months. The firearms and animal cruelty bills became known as Bill C-15B.
